Scotter: Local Issues Matter Scotter needs a Better Plan

The current plan for Scotter is based on new housing being developed simultaneously with new jobs. A better strategy for Scotter (just like everywhere else) would be infrastructure (roads, transport,etc) first, housing next, followed by jobs. The plan has to be sustainable and right for Scotter.
