Conservatives — the change Walthamstow and Britain needs Labour have fragmented and divided our country. Over five million people are claiming out-of-work benefits; violent crime is out of control; local health needs are decided by bureaucrats; school funding comes with conditions attached to every pound. The Conservatives are the only party to offer real change. • We will reform the welfare system: if you do the right thing, we - will back you all the way; but if you fail to take responsibility then the free ride is over • Police paperwork will be radically reduced so there are more uniforms on our streets for longer • We will protect the NHS budget and put power in the hands of local clinicians, not Whitehall bureaucrats • We will allow parents and charities to open new schools with state funding, make sure pupils learn about their history and heritage and give head teachers proper authority over discipline in their schools As they have done their damage to our country, Labour have run up massive debts, lumbering us, our children and grand-children with the bill. As your MP, I want to roll up my sleeves and be part of that. I owe nothing less to all the honest, hard-working, caring people I have met in the thirty six years I have lived here. A Conservative Government will: Act now on debt to-get better-economy moving Deal with the deficit more quickly than Labour so that mortgage rates stay lower for longer with the Conservatives. Get Britain working by boosting enterprise. Cut corporation tax rates, abolish taxes on the first ten jobs created by new businesses, promote green jobs, and get people off welfare and into work. Make Britain the most family-friendly country in Europe. Work with councils to freeze council tax for 2 years and raise the basic state pension, recognise marriage in the tax system and back couples in the benefits system, support young families with extra health visitors, and fight back against crime. Back the NHS. Increase spending on health every year, and make the NHS work for patients not managers. Raise standards in schools. Give teachers the power to restore discipline, and create new smaller schools. Change politics with fewer MPs, ministerial salaries cut, then frozen, and the right for people to vote out a sitting MP. Five More Years of Brown means ever higher taxes ever higher debt and a return to recession What business in financial trouble would say, "let's tackle waste, just not yet"?

Over 100 business leaders agree with the Conservatives that to raise taxes threatens our recovery. That is why we will reverse Labour's planned increase in National Insurance for almost everybody affected, giving most of them an extra f 1 50 a year in their pocket to spend. Not implementing Labour's Jobs Tax will save existing jobs and help create more, keeping welfare bills down. Growth will reduce the deficit. ANDYH HEMSTED CONSERVATIVE CANDIDATE for WALTHAMSTOW I have lived in Waltham Forest all my life and come from an ordinary, working-class family. am proud to be the first person from my family to go to university, but still live locally. For ten years, I have been a financial adviser, helping businesses to set up and run company pension schemes. I have always loved football and have run several teams for local people. My interest in youth sport led me to become the youngest ever Conservative councillor in Waltham Forest in 2002. I was involved in the campaign to keep Whipps Cross hospital open and to save Post Offices in the borough from Labour's closure plans. My involvement on the Council's Olympics Committee has allowed me to campaign for Waltham Forest to get more benefit from the London Olympics and I particularly want to see the direct rail link to Stratford reinstated, so local people can access the jobs and other opportunities the Olympics and developments like Stratford City will bring For too long, Labour have taken Walthamstow for granted. I want to be a fresh, strong voice for the change we need.
